Job Description

JOB PURPOSE

Plan, lead and manage Programs and/or Projects within the EPMO Verticals to meet the agreed scope, timeframe and budget as per the approved Business Plan to achieve the company objectives and strategy.

 

ACCOUNTABILITIES 

  1. Leads Category A and/or B programs and/or projects at any point in time, per approved Business Plan, within assigned vertical.
  2. Identify programs and/or projects scope and/or objectives alignment as assigned, reports to Vertical Lead, ensuring it meet organizational Strategy mandated by CSL per Approved Business Plan.
  3. Identify,  consolidate overlap/duplicate programs and/or projects for Vertical leads, ensure prudent investment and cross organization benefits.
  4. Direct, plan and manage all assigned programs/projects to consistently abide by a best practice Project Management and Delivery Approach to ensure that programs/projects are delivered within the agreed scope, time, cost and quality.
  5. Manage alignment with project sponsors, business owners and key stakeholders to ensure effective delivery of defined programs/projects, by including coordination of new capabilities for the business to enable effective change and realisation of project benefits.
  6. Manage Vendor/Partner to fulfil delivery as stipulated in the Scope of work within agreed Time, Budget & Quality. Multiple vendors/partners within a given time.
  7. Manage escalation within Vendor/Partner management hierarchy, engage Vertical Lead mandate and/or support where required. Manage escalation within Vendor/Partner management hierarchy until issue is resolved.
  8. Manage and facilitate the resolution of conflicts within projects or functional areas promptly with escalations to Management in a timely manner where required.
  9. Develop program/project dashboards and reports for required audiences, risk analysis, identify gaps and areas of improvement to the program/project, initiating extra activities and other management interventions wherever gaps in the programs/projects are identified or when issues arise.
  10. Collaborate with Change Management team or equivalent on impacts and/or outcomes of a program/project.
  11. Lead, guide, develop, coach and mentor project managers to enhance commitment towards work and capability to deliver up to expectations, and beyond as well as identify and ensure continuous training and development participation.
  12. Responsibe to manage resource & quality assurance requirements within Enterprise Program Management Office to ensure assignment of right people to the right projects at the right time including coordinating capability and workload. 
  13. Develop, establish and implement Quality Assurance Plan and Control for all projects to ensure these projects meet project management quality assurance standards towards achieving high quality project deliverables.
  14. Manage and improve project management best practices through the consolidation of lessons learnt to position Celcom as the Center of Excellence for project management in Axiata Group.

QUALIFICATIONS, EXPERIENCE & SKILLS/COMPETENCIES

  • Minimum Degree in Engineering or Technical discipline, or any related field.
  • Certification in PMP/CAPM/Prince2, equivalent or better
  • Minimum 10 years in telecommunications or a related industry.
  • Broad cross-functional experience in telecommunications industry.
  • Experience in managing team involved in complex and cross-functional projects across the organization.
  • Strong knowledge in project delivery approach, tools and techniques.
  • Personality preference: team player, proactive, outgoing, confident, resourceful, strategic thinker and able to work effectively at all levels in an organization.
