Job Description

JOB PURPOSE:

Lead, direct and manage the Procurement team as well as formulate, develop and continuously enhance the procurement strategies, policies, guidelines and procedures as to maximize the value of Business Units’ spending.

ACCOUNTABILITIES /KEY RESPONSIBILITIES:

  • Plan, liaise and facilitate with business units on all key sourcing requirements and activities as to achieve optimised cost, quality, deliverables and to ensure expenditures is in line with the Business Plan.
  • Manage and oversee the team to negotiate with suppliers and business partners to deliver optimum level in cost, service and quality.
  • Establish, control and continuously monitor the enhancement business units’ expenditures processes to ensure it is in line with the company governance, policy and procedures.
  • Develop, direct and enforce e-Procurement vision and strategies to maximise the use of ICT for electronic procurement and commerce as well as establish and review processes and systems for effective and efficient procurement process flow across the company.
  • Lead and manage the team for all joint procurement initiatives between Axiata Procurement Center (APC) and Celcom as well as liaise and engage with APC to ensure seamless collaboration as to realize Group benefits for specific sourcing initiatives.
  • Collaborate with stakeholders by implementing industry’s best practice and leveraging the spend within and outside the company as to optimize the use of the company’s budget.
  • Establish and continuously monitor the team to enhance effective suppliers’ performance and management as to sustain value throughout the life of the contract.
  • Direct and enforce of benchmarks and scorecards to be used for continuous improvement.
  • Manage the skills and competency development of procurement staff, including training development and knowledge management capabilities as to ensure the right resources are in place.
QUALIFICATIONS, EXPERIENCE & SKILLS/COMPETENCIES

QUALIFICATIONS:

Degree in any discipline or equivalent.

EXPERIENCE:

Total 12 to 15 years of experience inclusive with 2 to 3 years’ experience preferable in procurement and 10 years’ experience at managerial level in telecommunications industry.
