Job Description

JOB PURPOSE:

The Digital Architecture and Enablement position is a key part of the IT Architecture & Transformation unit, responsible for defining, governing and delivering Celcom’s end to end Digital Front-End IT landscape. The position is responsible to assist in the direct and lead the implementation of Digital/OTT product and services, as well as formulating and ensuring Company’s long-term digitalization strategy is achieved.

ACCOUNTABILITIES /KEY RESPONSIBILITIES:

  • Create, deliver and govern Celcom’s end to end Digital Front-End Architecture (mobile app, web, ecommerce, social media, API ecosystems, digital partners etc).
  • Plan and support business functions implement their digital strategy and accomplish their ambitions in the areas of emerging technologies.
  • Drive the Digital Front-end IT Strategy, applying new technologies and delivery of a roadmap describing where Celcom is today, what the ideal target IT landscape should get there and what initiatives need to be executed to bring Celcom to the target state.
  • Plan and develop costing estimates for CAPEX/OPEX annual budgets for OTT/digital initiatives to ensure effective and efficient management and utilization of the approved budget.
  • Prepare project documentation (e.g. business cases, financial cases) according to project governance.
  • Plan and monitor the technical implementation of digital/OTT projects to ensure delivery within the targeted timeline, faster speed to market, and within allocated budget.
  • Monitor and ensure all Digital/OTT projects and systems are being implemented according to the Minimum Baseline Security Standards (MBSS) as to achieve zero security risks for major and critical items.
  • Build working relationships with external parties (technical vendors, business partners, regulatory bodies) in ensuring solid design framework, sustainable platform and aligned technology trend.
QUALIFICATIONS, EXPERIENCE & SKILLS/COMPETENCIES

QUALIFICATIONS:

  • Degree holder in IT, Engineering or Science backgrounds.
  • Professional accreditations (eg PMP, CSP, CSDP etc) is an added advantage

EXPERIENCE: 

  • 10-15 years’ experience in IT/Telecommunication industries
  • Extensive working experience in Project Management and Product Development in IT, Telecommunication, OTT/Digital environment
  • Experience in managing multiple cross-functional teams for high revenue impact projects
  • Experience with DevOps toolset and open source tools, example (puppet, Jenkins, Docker, git, etc)
  • Experience in Online web industry preferred, telco experience an advantage, but not required.
  • Experience in Digital transformation projects is an added advantage.

Candidates are required to have:

  1. Complete understanding of telecommunication network, billing, IT and digital platforms and technologies
  2. Strong business acumen on Digital/OTT/content business and digitalization strategies.
  3. Ability to provide market insights that translate functional demand into end products
  4. Ability to formulate strategic solutions based on current and future landscapes from both business and technical perspectives
  5. Experienced in customer journey mapping, defining use cases and capturing business requirements.
  6. Must be innovative and sharp thinking.
  7. Soft skill, people management, inter/intra personal skills
  8. Strong multilingual verbal and writing skills
  9. Able to coach the team in delivery methods and best practices in both management and technical skills for their career growth opportunities and personal development
