Job Description


Execute the departmental strategic planning and operation to support Celcom’s end to end business.


  1. Manage and coordinate the preparation of SAT document completion report (DCR) with all stakeholders to comply with MCMC checklist and SOP (SSV, SSO, ATP, Link Budget, AA, Transmission Document, Local Authority & etc.)
  2. Coordinate and liaise with USP Management Team to submit approve SAT document by MCMC State Office
  3. Manage all USP project database including project milestone, budget utilization, invoicing and claim for network requirement i.e MCMC CIMS / PRISM / SMU / Operation / Finance & Audit
  4. Manage with USP Management HQ on Site Acceptance Test (SAT) preparation and DCR submitted for investment claim purposes
  5. Coordinate and verify all invoices from vendor, contractors and Part 1 (RAN / Core / Tx / CME / SMU) for USP projects as per MCMC LOA
  6. Manage project cost per site for MCMC claim
  7. Develop and establish periodically USP project report for Celcom and MCMC management
  8. Develop rapport with government authorities such as MCMC on the USP project
  9. To ensure the approval from MCMC for BOQ submission (SAT Rectification Activities)
  10. Prepare and coordinate high level project progress report and dashboard for upper management review
  11. To establish proper documentation control to support departmental / divisional requirement including KPI tracker for Head of Division



  1. Years of Experience : 2 years
  2. Education Qualification: Possess at least a Degree or Diploma with 2 years’ experience in Telecommunication Engineering or any related field or equivalent.
  3. Preferable Previous Work Background:Experienced in Telecommunication Industry involving Project Management and Strategic Management
  4. Preferable Previous Work Industry:Telecommunication
  5. Mobility/ Travel Flexibility:Require to perform site visit, meeting with MCMC State Office. Limited regional travel required
  6. Computer Literacy:Microsoft Word, Excel, Power Point ,IT Skills
  7. Language:Proficient in Malay and English
