Job Description

JOB PURPOSE:

Strategize, plan, develop and oversee Celcom’s Talent Management and organizational high potentials program execution as well as Celcom Assessment Centre (NextGHub) with the aim to create readiness of strong line of successors of key positions and retention of high performers, at the same time ensuring strong linkage and alignment of the program to Celcom and Axiata overall business initiatives and objectives.

ACCOUNTABILITIES /KEY RESPONSIBILITIES:

  • Lead and champion the development of the academy, establish the policies, processes, guidelines and best practices of management and execution of the academy in line with the set objectives and goals.
  • Strategize and lead the development and update of appropriate syllabuses, resources, assessment, teaching and learning framework and plan in line with the overall business initiatives and human resources programs.
  • Direct, manage and monitor the daily operations of the academy, including the facilities, deployment of resources to ensure seamless execution of the plan, programs and activities.
  • Lead and manage the planning function of the academy to ensure all courses, programs and activities of the academy reflect the needs of the participants within the subject matter, in line with the business requirements for talent and skilled employees.
  • Lead the curriculum development of the academy by liaising and working closely with the Learning Architect to design / develop / deliver programs that are relevant, comprehensive, high quality and cost effective for the organization.
  • Liaise and work closely with the HR team in the respective Axiata operating company to identify subject matter expert to conduct the respective course / program at the academy.
  • Network with industry players and learning experts to identify the right lecturers; locally and aboard to conduct the courses / program.
  • Keep abreast with the industry development in the talent & skills requirements, subject areas as well as teaching practice and methodology in order to deliver relevant and effective courses or programs.
  • Establish processes and common standards of practice within the academy and develop the effectiveness of teaching and learning styles in all subject areas within the academy in order to uphold the quality and build the brand for the academy.
  • Monitor and evaluate the curriculum / programs / courses of the academy in line with agreed academy measurements or performance criteria and continuously carry out improvement to ensure the effectiveness of the academy as per the set goals.

QUALIFICATIONS, EXPERIENCE & SKILLS/COMPETENCIES

QUALIFICATIONS:

Bachelor’s Degree from accredited university in any discipline. Adult learning is preferred.

EXPERIENCE:

10 - 12 years or more experience related to Learning & Development. Good understanding of the academic disciplines with relevant business experience or knowledge.

  6. Strong interpersonal, influencing, presence and flexibility to work effectively with people at all levels of the organization
  7. Excellent verbal and written communication skills
  8. Strong listening and facilitation skills with sound ability to coach
  9. Ability to design and develop programs and courses based on the subject matter / area
  10. Self-starter and flexible working arrangements to travel and participate in cross-OpCo/Group-wide initiatives or facilitation programs
  11. Explorative, resourceful and innovative in the solution-focused approach
  12. Computer literacy: Word, Excel and PowerPoint

KEY CHALLENGES:

  • Measuring the ROI for the programs / courses.
  • Ensuring the academy is fully optimized and meeting the business requirements.
